Stat. tit. 17, § 17-190.3","heading":"Definitions","body":"As used in the Electric Restructuring Act of 1997:\n\n1. \"Commission\" means the Corporation Commission;\n\n2. \"Consumer\" means a person or entity purchasing or seeking to\n\npurchase electric energy for other than resale;\n\n3. \"Direct access consumer\" means a consumer who chooses to\n\nprocure retail electric energy supply and related services directly\n\nfrom the competitive market rather than through a retail electric\n\nservice distributor;\n\n4. \"Electric consuming facility\" means everything that utilizes\n\nelectric energy from a central station source;\n\n5. \"Electric distribution system\" means the physical system of\n\nwires, poles, and other equipment designed to deliver electricity to\n\nthe ultimate consumer for consumption, excluding generation and\n\ntransmission facilities;\n\n6. \"Independent system operator\" means an independent entity,\n\nnot owned or controlled by an entity which owns generation,\n\ntransmission, or distribution facilities, which coordinates the\n\nphysical security and stability of the Oklahoma bulk power system;\n\n7. \"Public benefit programs\" means all social, economic and\n\nenvironmental programs currently funded through rates charged to\n\nconsumers receiving electric service in the State of Oklahoma;\n\n8. \"Retail electric energy supplier\" means any entity which\n\nsells retail electric energy to consumers;\n\n9. \"Retail electric service distributor\" means any firm,\n\ncorporation, company, individual or their trustees, lessees or\n\nreceivers, or cooperative corporation or agency, engaged in the\n\nfurnishing of retail electric services in this state, exclusive of\n\nmunicipal corporations, or beneficial trusts thereof and the Grand\n\nRiver Dam Authority. Any municipal corporation or beneficial trust\n\nthereof or the Grand River Dam Authority may, through its own\n\nnonrevocable election, voluntarily opt to become subject to the\n\nprovisions of this act to participate in electric restructuring and\n\nretail consumer choice by adopting a resolution stating that all\n\nservice provided via facilities owned by such entities will be\n\nrendered on an open access nondiscriminatory basis in a manner\n\nconsistent with the provisions of such service by retail electric\n\nservice distributors subject to this act; and\n\n10. \"Transmission line\" or \"transmission system\" means the\n\npoles, wires and other equipment, including any fiber optic cable\n\nwhich is a part of such poles, wires and other equipment, designed\n\nand constructed to transport bulk electricity between generators and\n\nelectric distribution systems.","path":["OK Code","Title 17"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os17.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"97371e0476e2945d3788090c84ec8bc74e0b30f5350f8faf538ecbadbeba88ba","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-17-17-190.21","next":"us-ok/okla.-stat.-tit.-17-17-190.4"},"notice":"GroundRules: Original legal text.
