Stat. tit. 17, § 17-250","heading":"Terms defined","body":"As used in this act:\n\n1. \"Affiliated person, subsidiary, firm or corporation\" means\n\nany person, subsidiary, firm or corporation which:\n\na. controls or is controlled by a public utility,\n\nb. is controlled by an entity that also controls the\n\nutility, or\n\nc. the utility or an entity controlling the utility has\n\ndirectly or indirectly the power to control;\n\n2. \"Commission\" means any state regulatory body which has\n\njurisdiction to regulate public utilities or electric cooperatives;\n\n3. \"Emergency sales of gas\" mean sales of natural gas made by a\n\npublic utility or subsidiary thereof to one or more interstate\n\npipelines or other out-of-state customer pursuant to federal law\n\nwhich exempts such transactions from the jurisdiction of the Federal\n\nPower Commission;\n\n4. \"Fair field price\" means the value attributed to gas\n\nproduced from wells owned by a public utility, or a subsidiary or\n\naffiliate of a public utility, which shall be the going price paid\n\nby the utility, subsidiary or affiliate to others in the field where\n\nsuch production is located. If the utility, subsidiary or affiliate\n\nis not purchasing gas in such field, then such value shall be the\n\nprice paid by the utility, subsidiary or affiliate in the nearest\n\nfield where conditions are similar. The value to be attributed to\n\nresidue gas owned by a public utility, or a subsidiary or affiliate\n\nof a public utility, from gas processing plants shall be the going\n\nprice paid by the utility, subsidiary or affiliate to others from\n\nthe same plant. If the utility, subsidiary or affiliate is not\n\npurchasing gas from said plant, then the value shall be the price\n\npaid by the utility, subsidiary or affiliate at the nearest plant\n\nwhere conditions are similar. However, the Commission may require\n\nan adjustment of the fair field price when it deems it proper to do\n\nso based on information before it. The fair field price shall not\n\nbe applicable to gas purchased by a public utility from a subsidiary\n\nor affiliate of a public utility pursuant to a competitive bid\n\nprocess;\n\n5. \"Fuel adjustment clause\" means any mechanism which allows a\n\npublic utility or electric generating cooperative to automatically\n\nadjust its charges above or below the base amount included in its\n\nrates, based upon changes in costs of fuel for generation of\n\nelectricity, purchased power or purchased gas;\n\n6. \"Heat rate\" means a measure of the efficiency of an electric\n\ngenerating station, computed by dividing the total British Thermal\n\nUnit content of the fuel burned by the resulting net kilowatt-hours\n\ngenerated;\n\n7. \"Line loss\" means the kilowatt-hours of electricity lost in\n\nthe operation of an electric transmission or distribution system;\n\n8. \"Public utility\" or \"utility\" means any individual, firm,\n\nassociation, partnership, corporation, or any combination thereof,\n\nother than a municipal corporation or their lessees, trustees and\n\nreceivers, owning or operating for compensation in this state\n\nequipment or facilities for:\n\na. producing, generating, transmitting, distributing,\n\nselling or furnishing electricity, or\n\nb. transmitting, directly or indirectly, or distributing\n\ncombustible hydrocarbon natural or synthetic natural\n\ngas for sale to the public or for wholesale, unless\n\nits wholesale rates are regulated by a federal agency,\n\nprovided that such term shall not include entities as\n\ndescribed by the provisions of paragraph 2 of\n\nsubsection B of Section 151 of this title; and\n\n9. \"Purchased power adjustment clause\" means any mechanism\n\nwhich allows an electric public utility or electric distribution\n\ncooperative to adjust its charges above or below the base amount\n\nincluded in its rates based upon changes in costs of wholesale power\n\npurchased from others.","path":["OK Code","Title 17"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os17.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"1d2ca39f7b82cbfd8c316f68e107f3489ec5b2957fa449134d928ea4cfdce842","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-17-17-206","next":"us-ok/okla.-stat.-tit.-17-17-251"},"notice":"GroundRules: Original legal text.
