In order to assure that the rates charged to their customers\n\nby public utilities and electric distribution cooperatives which\n\nutilize fuel adjustment clauses or purchased power adjustment\n\nclauses are just and reasonable, the Commission shall periodically\n\nconduct detailed rate investigations of such utilities and\n\ncooperatives.\n\nThe provisions of this subsection shall not prohibit or\n\notherwise restrict the authority of the Corporation Commission to\n\nconduct, whenever necessary, an investigation or review of any such\n\nutility or electric distribution cooperative. In addition, this\n\nsection shall not limit or restrict such utility from requesting and\n\nreceiving a rate review upon proper application to the Commission.\n\nB. Such investigations shall include public hearings. In such\n\nrate investigations or proceedings, income, expenses and investments\n\nof affiliated persons, subsidiaries, firms or corporations and\n\nemergency and off-system sales of electricity or gas shall be given\n\nappropriate consideration by the Commission in determining the\n\nfinancial requirements of the utility or cooperative.\n\nC.
