The Legislature declares that it is in the public interest\n\nto promote the development of a robust transmission grid to\n\nfacilitate delivery of renewable energy and improve reliability of\n\nthe electric transmission system. It is further in the public\n\ninterest, in cooperation with electricity transmission entities and\n\nthe Southwest Power Pool, to promote wind-energy development in the\n\nstate to the extent that the renewable energy generated from wind\n\ncan be utilized in every part of the state and exported to other\n\nstates.\n\nB. The Legislature and the Corporation Commission shall work\n\nwith the Southwest Power Pool to develop a plan to expand\n\ntransmission capacity in the state and monitor the construction of\n\nnew transmission facilities in the state through the year 2020.
