Stat. tit. 17, § 17-294","heading":"Southwest Power Pool — Regulatory and statutory framework","body":"report.\n\nA. The Corporation Commission shall coordinate with the\n\nregional transmission organization known as the Southwest Power Pool\n\n(SPP) to develop and provide a reporting of the regulatory and\n\nstatutory frameworks addressing the rule of the SPP as it pertains\n\nto this state. The report shall provide a comprehensive assessment\n\nof the impact of the SPP on the state’s electricity infrastructure\n\nand areas in which the state may desire further evaluation.\n\nB. The report shall utilize the most recent twelve (12) months\n\nof available data and shall include and consider the following:\n\n1. An explanation of how decisions are made at the SPP,\n\nincluding the Regional State Committee (RSC), and the impact of such\n\ndecisions on Oklahoma ratepayers;\n\n2. The potential impact of decisions resulting from the SPP\n\nprocess, including the RSC, on the state budget;\n\n3. The current use of intermittent power sources to meet\n\nbaseload capacity requirements and explanation of the SPP’s\n\ndecision-making processes regarding the use of these intermittent\n\nsources;\n\n4. The studies and processes used by the SPP to assess and\n\nrespond to demands, including transmission studies conducted;\n\n5. Identification of SPP decisions and processes that may\n\nimpact Oklahoma’s oil and natural gas industries;\n\n6. Identification of areas in which Oklahoma stakeholders may\n\nbenefit from additional information being shared on events occurring\n\nat the SPP;\n\n7. The amount of power produced within Oklahoma that was\n\ntransmitted outside of the state through the SPP for the calendar\n\nyear ending December 31, 2023, the market value of such power, and\n\nany benefit of this transmission to Oklahoma ratepayers;\n\n8. The cost, if any, that is built into the most recent rate\n\ncases with final orders previously before the Corporation Commission\n\nfor the construction and maintenance of generation and transmission\n\ninfrastructure which is used in whole or in part for the generation\n\nand transmission of power for sale outside of Oklahoma; and\n\n9. An explanation of the level of input the Corporation\n\nCommission has on the processes and decisions of the SPP.\n\nC. 1. The Commission shall ensure the completion of the report\n\nno later than December 31, 2024.\n\n2. A copy of the finalized report shall be submitted\n\nelectronically to the following:\n\na. the Governor,\n\nb. the Speaker of the Oklahoma House of Representatives,\n\nc. the President Pro Tempore of the Oklahoma State\n\nSenate,\n\nd. the Chair of the Utilities Committee of the House of\n\nRepresentatives or successor committee,\n\ne. the Chair of the Energy and Telecommunications\n\nCommittee of the Senate or successor committee, and\n\nf. the Chair of the Energy and Natural Resources\n\nCommittee of the House of Representatives or successor\n\ncommittee.","path":["OK Code","Title 17"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os17.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"a83fdd13b28a02a19b6681e239621ae915a737a0a49a1f74a5d5e1f220fb42ff","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-17-17-293","next":"us-ok/okla.-stat.-tit.-17-17-3"},"notice":"GroundRules: Original legal text.
