Jurisdiction is conferred upon the Corporation Commission,\n\nand the same is authorized and empowered, to prescribe and\n\npromulgate rules and specifications for safety and quality with\n\nreference to regulated substances as it may deem proper from time to\n\ntime. The Corporation Commission shall prescribe rules governing\n\nthe test for octane rating on motor fuels and prescribe the rating.\n\nB.
