It shall be unlawful for any person to sell, or offer for\n\nsale, any regulated substance without first having had the same\n\ninspected and any liquid intended to be mixed with any regulated\n\nsubstance to form a mixture designed to be used as in internal\n\ncombustion engines.\n\nB. It shall be unlawful for any person to sell, or offer for\n\nsale, any mixtures or combinations of any two or more regulated\n\nsubstances without first having had such mixture or combination\n\ninspected as herein provided. It shall not be an excuse or defense\n\nto a prosecution therefor that the component liquids had previously\n\nbeen inspected.\n\nC.
