It shall be the duty of the Petroleum Storage Tank Division\n\nto inspect all fueling facilities where regulated substances are\n\nkept or stored, for the purpose of determining whether or not such\n\nproducts comply with the orders, rules and specifications of the\n\nCorporation Commission and the laws of the state. The Petroleum\n\nStorage Tank Division may take samples from any and all places where\n\nsuch products are kept or stored, and shall test the same or have\n\nthe same tested to determine whether or not the owner or other\n\nperson in charge of the fueling facility where regulated substances\n\nare kept or stored is complying with the orders, rules and\n\nspecifications of the Corporation Commission and the laws of this\n\nstate.\n\nB. It shall be the further duty of the Petroleum Storage Tank\n\nDivision whenever it finds a dispenser or receptacle used for\n\ndelivering regulated substances which does not meet the minimum\n\nspecifications required by the rules of the Corporation Commission\n\nand the laws of the state immediately to seal and lock the dispenser\n\nor receptacle. The seal will be removed when the violation is\n\ncorrected.
