Stat. tit. 17, § 17-40.1","heading":"Regional service areas - Regional service offices -","body":"Services provided - Staffing - Reports - Telephonic communication\n\nservices.\n\nA. For the purpose of accepting, processing and hearing\n\napplications for oil and gas well development, administrative\n\napplications, and for any other related matters, the Corporation\n\nCommission shall divide the state into two regional service areas.\n\nBy September 1, 1990, the Corporation Commission shall establish and\n\nmaintain in each regional service area, a regional service office\n\nlocated within the corporate limits of any municipality having a\n\npopulation of more than two hundred fifty thousand (250,000)\n\ninhabitants according to the last Federal Decennial Census to\n\nimplement their duties pursuant to law. The State Office of the\n\nCorporation Commission located in Oklahoma City shall serve as the\n\nregional service office for the regional service area in which\n\nOklahoma City is located. The regional service office shall service\n\nthe regional service area in which such office is located or as\n\notherwise provided by the Corporation Commission for public\n\nconvenience.\n\nB. 1. Applications for oil and gas well development,\n\nadministrative applications and any other related matters may be\n\nfiled in any regional service office.\n\n2. The central record of all filings with all regional service\n\noffices shall be maintained in the State Office of the Corporation\n\nCommission located in Oklahoma City and all initial dockets shall be\n\nsimultaneously announced in Oklahoma City and transmitted to\n\nregional offices.\n\n3. All hearings on any application including but not limited to\n\nappellate hearings shall be held in the regional service office\n\nwhere the application is filed unless:\n\na. in the case of an application protested by a\n\nrespondent mineral owner, or surface owner having\n\nstanding to protest by statute or by Rule of the\n\nCorporation Commission, holding the hearing in the\n\nregional service office would not be at the\n\nconvenience of such respondent mineral owner, or\n\nsurface owner, or\n\nb. the applicant and all protestants agree to have the\n\nCommission proceed to hear any case, or any portion\n\nthereof, during any stage of the proceedings, at any\n\nregional service office, or by telecommunication\n\nhearings, or\n\nc. the applicant, all protestants and the Commission\n\nagree to have the Commission proceed to hear any case,\n\nor any portion thereof, during any stage of the\n\nproceedings, at another location other than a regional\n\nservice office.\n\nC. 1. The Corporation Commission shall provide for an\n\nadequately staffed regional service office in each regional service\n\narea to conduct the business of the regional service office as\n\nherein provided.\n\n2. In order to implement the provisions of this subsection for\n\nthe regional service office located within the corporate limits of a\n\nmunicipality having a population of more than two hundred fifty\n\nthousand (250,000) inhabitants, the Commission shall utilize the\n\nfollowing positions from existing FTE for such service office:\n\nPOSITION MINIMUM\n\nFTE\n\nOffice Administrator 1.0\n\nHearing Officers 2.0\n\nCourt Reporters 2.0\n\nDocket Clerks 2.5\n\nSecretary 1.0\n\n3. The Corporation Commission shall maintain electronic data\n\nequipment capable of retrieving and printing information by cause\n\nnumber, applicant name, relief requested, or by county.\n\nD. The Corporation Commission shall submit a report to the\n\nSpeaker of the House of Representatives and the President Pro\n\nTempore of the Senate by February 1 of each year detailing the\n\nnumber of applications filed by county, hearings held and other\n\nactivities performed by each regional service office.\n\nE. The Corporation Commission shall promulgate rules, pursuant\n\nto the Administrative Procedures Act, to implement the provisions of\n\nthis section.\n\nF. The Corporation Commission shall develop and maintain a\nent Pro\n\nTempore of the Senate by February 1 of each year detailing the\n\nnumber of applications filed by county, hearings held and other\n\nactivities performed by each regional service office.\n\nE. The Corporation Commission shall promulgate rules, pursuant\n\nto the Administrative Procedures Act, to implement the provisions of\n\nthis section.\n\nF. The Corporation Commission shall develop and maintain a\n\nsystem for providing telephonic communication service for hearings\n\nrelated to oil and gas matters in municipalities having a population\n\nof more than eighty-five thousand (85,000) inhabitants according to\n\nthe last Federal Decennial Census.
