Stat. tit. 17, § 17-44","heading":"Powers and authority of Corporation Commission - Rates -","body":"Department of Cotton Gin Utilities - Fiscal year and reports of\n\ncotton gins.\n\nThe Corporation Commission shall have the same power and\n\nauthority and be charged with the duty of regulating and controlling\n\nsuch cotton gins in all matters relating to the performance of\n\npublic duties and the charges therefor and correcting abuses and\n\npreventing unjust discrimination and extortion, as is exercised by\n\nsaid Commission as to transportation and transmission companies and\n\nshall have the same power to fix rates, rules, charges and\n\nregulations to be observed by such person or persons or corporation\n\noperating gins and the affording of all reasonable conveniences,\n\nfacilities and services as it may impose as to transportation or\n\ntransmission companies. For the purpose of carrying into effect the\n\nprovisions of this act, there is hereby created a Department of\n\nCotton Gin Utilities under the Corporation Commission. The\n\nCommission shall appoint inspectors of cotton gins, whose functions,\n\nduties and term of office shall be regulated by the Commission. It\n\nshall be the duty of each and every corporation, company, firm or\n\nindividual owning or operating a cotton gin to file a final report\n\nfor the preceding year not later than ninety (90) days following the\n\nexpiration of the fiscal year of the cotton gin utility.
