The Commission shall have jurisdiction to increase the size\n\nof an existing unit area where it is shown, upon proper application,\n\nnotice and hearing that:\n\n1. Land adjacent to the existing unit is underlain by the same\n\ncommon source of supply as that found within the unit area; and\n\n2. Inclusion of the additional land will either:\n\na. increase unit efficiency, or\n\nb. result in greater ultimate recovery of brine, or\n\nc. prevent waste; and\n\n3. Inclusion of the additional land is fair, just and\n\nreasonable, both to parties owning brine interests in the additional\n\nland and to parties owning interests in the existing unit; and\n\n4. The requirements of Section 9 of this act have been met.\n\nB. The Commission shall have jurisdiction to decrease the size\n\nof an existing unit where it is shown, upon proper application,\n\nnotice and hearing, that the land to be excluded is of no value to\n\nthe unit because:\n\n1. It is not underlain by the common source of supply; and\n\n2. Its presence does not contribute to more efficient unit\n\noperations, by providing the site for an injection well or wells, or\n\nby assisting in the conduct of waterflood operations, or by\n\notherwise increasing unit efficiency; and\n\n3.
