The State of Oklahoma shall set a hydrogen fuel production\n\nstandard that will serve as an annual goal to be reached each year\n\nthrough 2028 to increase the production of hydrogen fuel in the\n\nstate. Such hydrogen fuel production standard shall be to produce\n\nTwo Million Metric Tons (2 MMT) of hydrogen fuel using a low or zero\n\ncarbon source of energy annually by 2028.\n\nB. Every qualified hydrogen fuel production facility that\n\nproduces hydrogen fuel in this state shall report to the Corporation\n\nCommission by March 1 each year the amount of hydrogen fuel produced\n\nin the preceding calendar year and the low or zero carbon source of\n\nenergy used to produce the hydrogen fuel. The Commission shall\n\nbegin collecting the reports no later than March 1, 2024, and shall\n\nreport annually to the President Pro Tempore of the Senate, the\n\nSpeaker of the House of Representatives, and the Governor the annual\n\nhydrogen fuel production amount produced by qualified hydrogen\n\nproduction facilities for the preceding calendar year, gathered from\n\nreports submitted pursuant to this subsection, no later than May 1\n\nof the first year of collection and each year thereafter. The\n\nCommission shall promulgate rules to effectuate the provisions of\n\nthis subsection.\n\nC. For purposes of this section, qualifying hydrogen fuel\n\nproduction shall include:\n\n1. Hydrogen fuel produced from low carbon sources such as\n\nnatural gas;\n\n2. Hydrogen fuel produced from zero carbon sources such as:\n\na. wind,\n\nb. photovoltaic,\n\nc. hydropower,\n\nd. geothermal, and\n\ne. biomass, which projects may include agricultural\n\ncrops, wastes, and residues, wood, animal, and other\n\ndegradable organic wastes, municipal solid waste, and\n\nlandfill gas; and\n\n3.
