There is hereby created the Oklahoma Low Carbon Energy\n\nInitiative, referred to in Section 802.1 et seq. of this title as\n\nthe Initiative, which shall serve as a strategic program designed to\n\ncreate, advance, and promote new and existing energy research and\n\ndevelopment, use, supply chain activity, and infrastructure related\n\nto Oklahoma's core energy competencies by:\n\n1. Promoting research and development in the areas of\n\nconventional and unconventional oil and natural gas development and\n\nproduction, hydrogen production, storage, and distribution, CO2\n\nenhanced oil recovery, wind forecasting, advanced biofuels, energy\n\nstorage, water management, nuclear energy, energy policy and\n\neconomic analysis, energy system optimization, renewable energy\n\nintegration into the electrical grid, and similar energy\n\ntechnologies;\n\n2. Fostering communication and collaboration between state and\n\nfederal governmental agencies, institutions of higher education, and\n\nprivate entities located throughout Oklahoma;\n\n3. Advancing research and development programs and growing\n\nproduction, supply chain activity, and infrastructure that provide\n\nbenefits to all industries and regions of the state;\n\n4. Streamlining research and development efforts between\n\nprivate and public industry to create synergistic relationships that\n\ncoordinate, not duplicate, efforts;\n\n5. Establishing Oklahoma as a regional resource and\n\nclearinghouse for transformative energy technologies in the areas of\n\ntraditional energy, hydrogen production, storage, and distribution,\n\nand renewable resource research and development;\n\n6. Attracting best-in-class researchers to Oklahoma in\n\ncompetency areas aligned with Oklahoma's natural resource base;\n\n7. Coordinating with the Oklahoma Department of Commerce to\n\nenhance venture capital investment in energy-related research and\n\nbusiness opportunities;\n\n8. Promoting seed funding that can be leveraged against state,\n\nfederal, and private-source funding to establish sufficient startup\n\nresources; and\n\n9. Satisfying equipment needs related to monitoring seismic\n\nactivity.\n\nB. The Initiative may receive assistance from any state agency\n\nor public entity to implement the provisions of the Oklahoma Energy\n\nInitiative Act including, but not limited to, administrative\n\nassistance, staffing or legal counsel and provision of office space\n\nor equipment as necessary.
