There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma Energy Initiative to be designated as the\n\n\"Oklahoma Energy Initiative Revolving Fund\". The fund shall be a\n\ncontinuing fund, not subject to fiscal year limitations, and shall\n\nconsist of all monies received by the Secretary of Energy and\n\nEnvironment or any other entity authorized to accept or expend funds\n\non behalf of the Oklahoma Energy Initiative from any authorized\n\nsource. All monies accruing to the credit of the fund are hereby\n\nappropriated and may be budgeted and expended by the Oklahoma Energy\n\nInitiative for the purpose of satisfying the objectives of the\n\nOklahoma Energy Initiative Act.\n\nB. State appropriations for the Initiative shall be made as\n\notherwise provided by law and shall be directed to the Secretary of\n\nEnergy, or to an agency otherwise directed by the Governor, which\n\nshall directly allocate the appropriations to the Initiative.\n\nC.
