Subject to paragraph 4 of Section 438.4 of this title, any\n\ncooperative may furnish communication services in any territory not\n\nalready being furnished communication services by a telephone\n\ncompany or another cooperative without approval of the Corporation\n\nCommission of this state.\n\nB. In any matter before the Corporation Commission, to which\n\nany cooperative is a party, the Commission shall issue its order\n\ndetermining such matter within ninety (90) days after the\n\napplication therein has been filed.\n\nC.
