Stat. tit. 19, § 19-1003","heading":"Counties authorized to act - Contract with cities -","body":"Resolution of necessity.\n\nNotwithstanding the provisions of any general, special or local\n\nlaw, or of any charter, ordinance, rule or regulation, any county of\n\nthe state having within its boundaries a city having not less than\n\none hundred thousand population, according to the last or any\n\nsucceeding Federal Decennial Census, is hereby authorized to avail\n\nitself of the provisions of this act and to combine its funds with\n\nthe funds of such city to be expended for the purposes herein set\n\nforth. The board of county commissioners of any such county in this\n\nstate is hereby authorized to contract with the governing body of\n\nany such city, as herein provided, for the establishment of a city-\n\ncounty park and recreation system.
