A petition signed by at least twenty-five percent (25%) of\n\nthe registered voters in the most recent election may be filed with\n\nthe county clerk, verified by the county election board and then\n\npresented to the board of county commissioners, praying for the\n\nincorporation of a district under the provisions of the Ambulance\n\nService Districts Act. The petition shall give a legal description\n\nof the area which the petitioners propose to be incorporated into\n\nthe proposed district and shall state:\n\n1. That the residents within such territory are without\n\nadequate ambulance service to meet their needs;\n\n2. That the installation, maintenance, and operation of an\n\nambulance service is necessary to serve residents of the district;\n\n3. That service will be conducive to and will promote the\n\npublic health, safety, and welfare; and\n\n4. That existing services in the county shall not be adversely\n\naffected.\n\nB.
