Whenever a petition, as provided in Section 1204 of this\n\ntitle, is filed with the county clerk, and then verified by the\n\ncounty election board, the county commissioners shall enter an order\n\nsetting a public hearing on the petition for a day certain and\n\ndirecting the county clerk to give notice of the hearing by legal\n\npublication for two (2) consecutive weeks in a newspaper published\n\nin each county containing any area embraced within the boundaries of\n\nthe proposed district. Such newspapers shall have a general\n\ncirculation in the county of publication. Provided, however, if\n\nthere is a county in which there is no newspaper of general\n\ncirculation published, notice of the hearing shall be given by\n\nposting in five (5) public places within the county, one of which\n\nshall be the county courthouse.\n\nB. Notice shall contain:\n\n1. A brief and concise statement describing the purpose of the\n\nhearing;\n\n2. A description of the area to be embraced within the\n\ndistrict;\n\n3. A notice to all persons residing, and incorporated\n\nmunicipalities, within the proposed district that they may appear\n\nupon the date and at the time and place of the hearing to show\n\ncause, if any, why the petition should not be granted; and\n\n4. A notice to all residents of the proposed district that, if\n\nthe district shall be ordered created, immediately following the\n\nentry of the order creating the district an organizational meeting\n\nto elect a board of directors and officers and to adopt bylaws will\n\nbe held.\n\nC.
