Immediately following the incorporation of the districts by\n\nthe board of county commissioners, there shall be a special meeting\n\nof the residents within any such district to select from their\n\nnumber a board of directors and to adopt bylaws for governing and\n\nadministering the affairs of the district. The number of members of\n\nthe board, not to exceed nine (9), shall be determined by a majority\n\nvote of those residents present.\n\nB. Those residents present at such special meeting may adopt\n\nand amend any of such proposed bylaws and may propose or adopt\n\nadditional or other bylaws.
