Every district incorporated hereunder shall have perpetual\n\nexistence, subject to dissolution as provided by the Ambulance\n\nService Districts Act, and shall have power:\n\n1. To sue and be sued, complain and defend, in its corporate\n\nname;\n\n2. To adopt a seal which may be altered at pleasure, and to use\n\nit, or a facsimile thereof, as required by law;\n\n3. To acquire by purchase, lease, gift, or in any other manner,\n\nand to maintain, use, and operate any and all property of any kind,\n\nreal, personal, or mixed, or any interest therein; and to construct,\n\nerect, purchase, lease as lessee and in any manner acquire, own,\n\nhold, maintain, operate, sell, dispose of, lease as lessor,\n\nexchange, and mortgage buildings, equipment, apparatus, and\n\nfacilities necessary to serve the residents of the district;\n\n4. To borrow money and otherwise contract indebtedness for the\n\npurposes set forth in the Ambulance Service Districts Act, and,\n\nwithout limitation, to borrow money and accept grants from the\n\nfederal government or from any corporation or agency created or\n\ndesignated by the federal government and, in connection with such\n\nloan or grant, to enter into such agreements as the federal\n\ngovernment or such corporation or agency may require; and to issue\n\nits notes or obligations therefor, and to secure the payment thereof\n\nby mortgage, pledge, or deed of trust on all or any property,\n\nassets, franchises, rights, privileges, licenses, rights-of-way,\n\neasements, or revenues of the district;\n\n5. To make bylaws for the management and regulation of its\n\naffairs;\n\n6. To appoint officers and employees, to prescribe their\n\nduties, and to fix their compensation; and to employ such common and\n\nskilled labor and professional and other services as may be\n\nnecessary to carry out the purpose of the district;\n\n7. To sell or otherwise dispose of any property of any kind,\n\nreal, personal, or mixed, or any interest therein, which shall not\n\nbe necessary to the carrying on of the business of the district;\n\n8. To make any and all contracts necessary or convenient for\n\nthe exercise of the powers of the district;\n\n9. To do and perform all acts and things, and to have and\n\nexercise any and all powers as may be necessary, convenient, or\n\nappropriate to effectuate the purposes for which the district is\n\ncreated;\n\n10. To enter into contracts with the federal government, or any\n\nagency thereof, or the State of Oklahoma, or any political\n\nsubdivision or agency thereof, for the construction, operation, and\n\nmaintenance of needs and demands of the district;\n\n11. To enter into contracts jointly with any other district,\n\nmunicipality, city, or town, the State of Oklahoma, the federal\n\ngovernment, or any other governmental agency, or any of them, for\n\nthe purpose of purchasing, constructing, acquiring, and operating\n\nambulance facilities or services; and\n\n12. To determine and collect charges for services performed by\n\nthe district.\n\nB. The board of directors shall, on or before July 1 of each\n\nyear, file with the county clerk of each county in which any part of\n\nthe district is located, an annual report for the preceding calendar\n\nyear. Such report shall list all monies received and all monies\n\ndisbursed during the calendar year.
