Each county in which any of the area of a district is\n\nlocated shall pay its proportionate share of the cost of the\n\ndistrict, based on the ratio which that part of the population of\n\nsuch district residing in the county bears to the total population\n\nof the district. Such cost shall be paid from the county treasury,\n\nbut shall not exceed the equivalent of one (1) mill on each dollar\n\nof valuation in the district.\n\nB. Any incorporated town or city that is a party to the\n\ndistrict shall pay a proportionate share of the cost of the\n\ndistrict, based on the ratio which that part of the population of\n\nsuch district residing in the town or city, bears to the total\n\npopulation of the district.\n\nC. Such cost shall include so much of the following as is not\n\npaid from revenues of the district:\n\n1. All operating and maintenance expenses necessary or\n\ndesirable for the prudent conduct of affairs of the district and the\n\nprincipal of and interest on the obligations issued or assumed by\n\nthe district in the performance of the purposes for which it was\n\norganized; and\n\n2. Adequate reserves for the retirement of indebtedness,\n\nmaintenance and other purposes necessary and expedient to meeting\n\nall obligations of the district.\n\nD.
