Stat. tit. 19, § 19-1211","heading":"Annexation of additional area","body":"Area outside the boundaries of any district which can be served\n\nby the facilities of the district may be annexed to such district.\n\nA petition for annexation signed by at least twenty-five percent\n\n(25%) of the registered voters in the most recent election may be\n\nfiled with the county clerk, verified by the county election board\n\nand then presented to the board of county commissioners, which shall\n\ngive the legal description of the area which the petitioners propose\n\nto be annexed to such district, and shall state:\n\n1. The name of the district to which annexation is desired;\n\n2. That such area is without an adequate system; and\n\n3.
