If it becomes apparent that a certain area included within a\n\ndistrict cannot be economically or adequately served by the services\n\nand facilities of the district, or no longer needs such services or\n\nfacilities, the residents of such area may petition the county\n\ncommissioners to release the area from the district. The petition\n\nshall describe by section or fraction thereof and by township and\n\nrange the area affected and be signed by all three-fourths (3/4) of\n\nthe residents of such area and be endorsed by the board of directors\n\nof the district.\n\nB. After a finding that the granting of the petition is to the\n\nbest interests of the affected residents and the district, the board\n\nof county commissioners shall issue a certificate stating that the\n\narea involved is released and separated from the district.
