Stat. tit. 19, § 19-1237","heading":"Powers of commissioners relative to petition for","body":"improvement - Revision of assessments.\n\nWhenever the petition provided for by Section 1236 of this title\n\nis presented, or when the board of county commissioners of any\n\ncounty has determined to pave or otherwise improve any road, street,\n\navenue, lane, alley, or other public place, and has passed the\n\nrequired resolution, the board shall then have the power to\n\nestablish all rules and regulations as may be necessary to require\n\nthe record title holders of all property subject to assessment to\n\npay the cost of such improvement, to cause to be put in and\n\nconstructed all drainage in and underneath the streets, avenues,\n\nlanes, and alleys, and other public places where such improvements\n\nare made, and all cost and expense for making such connections not\n\npaid for by the record title holder of property may be contracted\n\nfor by said county and shall be taxed as a direct charge against\n\nsuch property and shall be included in and made a part of the\n\nassessment to cover the cost of such improvement.\n\nAny assessment made pursuant to this section shall be subject to\n\nan annual revision by the county commissioners. Such revision shall\n\nbe made to equitably distribute the benefits and costs of such\n\nimprovements.
