Stat. tit. 19, § 19-1264","heading":"Annexation to road improvement district","body":"Upon the filing of a petition with the board of county\n\ncommissioners for a change in boundaries of any road improvement\n\ndistrict, signed by a majority of the assessed members of the\n\nexisting road improvement district, the board of county\n\ncommissioners shall cause notice to be published one time in a\n\nnewspaper printed and published in the county and of general\n\ncirculation in the area sought to be annexed, at least ten (10) days\n\nbefore the time at which such petition will be heard. Such notice\n\nshall state the time and place when and where the petition will be\n\nheard by the board of county commissioners, a brief substance of the\n\npetition and that all persons interested may appear and be heard.\n\nThe board of county commissioners shall have exclusive jurisdiction\n\nto hear and determine all contests and objections pertaining to such\n\nannexation. At such hearing the board of county commissioners shall\n\nalso determine whether or not the annexation of such area to such\n\nroad improvement district will be to the best interests of the\n\nresidents of the area affected, or beneficial to the public health\n\nand welfare of said area as now exists, or to be developed, and if\n\nsaid board of county commissioners determines that it will, then the\n\nboard of county commissioners shall make an order annexing such area\n\nto said road improvement district, and such territory for all\n\npurposes shall thereafter be a part of the road improvement\n\ndistrict.
