Stat. tit. 19, § 19-1402","heading":"Purpose of County Budget Act","body":"The purpose of the County Budget Act is to provide a budget\n\nprocedure for county governments which shall:\n\n1. Establish uniform and sound fiscal procedures for the\n\npreparation, adoption, execution and control of budgets, and foster\n\ncooperation among the elected officials for the effective and\n\ninformed operation of county government;\n\n2. Enable counties to make financial plans for both current and\n\ncapital expenditures and to ensure that their executive staffs\n\nadminister their respective functions in accordance with adopted\n\nbudgets;\n\n3. Make available to the public and investors sufficient\n\ninformation as to the financial conditions, requirements and\n\nexpectations of the county government; and\n\n4.
