Stat. tit. 19, § 19-1404","heading":"Definitions","body":"As used in this act:\n\n1. \"Account\" means a columnar record in which are entered the\n\nincreases and decreases of related monetary transactions and the\n\nresulting balance thereof. Accounts are maintained within each\n\nfund, classified by categories appropriate thereto;\n\n2. \"Appropriation\" means an authorization and allocation of\n\nmoney to be expended for a given function, activity or particular\n\npurpose;\n\n3. \"Board\" means the county budget board created by this act;\n\n4. \"Budget\" means a plan of financial operations for a fiscal\n\nyear, including an estimate of proposed expenditures for given\n\npurposes and the proposed means for financing them. \"Budget\" may\n\nrefer to the budget of a particular fund for which a budget is\n\nrequired by law or it may refer collectively to the budget for such\n\nfunds;\n\n5. \"Budget summary\" means a tabular listing of revenues by\n\nsource and expenditures by fund and by department within each fund\n\nfor the budget year;\n\n6. \"Budget year\" means the fiscal year for which a budget is\n\nprepared or being prepared;\n\n7. \"County\" means any county government and all its agencies,\n\ninstrumentalities, departments, offices, boards or commissions,\n\nwhich by resolution of the governing body has elected to come under\n\nand comply with all of the provisions and requirements of this act;\n\n8. \"County officer\" means the county clerk, county\n\ncommissioner, county assessor, district court clerk, county\n\ntreasurer or county sheriff;\n\n9. \"Current year\" means the year in which the budget is\n\nprepared and adopted, i.e., the fiscal year next preceding the\n\nbudget year;\n\n10. \"Deficit\" means the excess of the liabilities, reserves,\n\nincluding encumbrances, and contributions of a fund over its assets,\n\nas reflected by its book of account;\n\n11. \"Department\" means a functional unit within a fund, such as\n\na sheriff's department or a health department;\n\n12. \"Estimated revenue\" means the amount of revenues estimated\n\nto be received during the budget year from each source in each fund\n\nfor which a budget is being prepared. Estimated revenue includes\n\nany appropriated fund balance as a separate item in the budget of\n\nrevenues for a particular fund for the budget year;\n\n13. \"Fiscal year\" means the annual period for reporting fiscal\n\noperations, which begins and ends on dates as the Legislature\n\nprovides;\n\n14. \"Fund\" means an independent fiscal and accounting entity\n\nwith a self-balancing set of accounts to record cash and other\n\nfinancial resources, together with all liabilities, which are\n\nsegregated for the purpose of carrying on specific activities or\n\nattaining certain objectives, or as otherwise defined in current\n\ngenerally accepted accounting principles;\n\n15. \"Fund balance\" means the excess of the assets of a fund\n\nover its liabilities, reserves, including encumbrances, and\n\ncontributions, as reflected by its book of account;\n\n16. \"Governing body\" means the board of county commissioners of\n\nthe county;\n\n17. \"Immediate prior fiscal year\" means the year next preceding\n\nthe current year;\n\n18. \"Levy\" means to impose ad valorem taxes or the total amount\n\nof ad valorem taxes imposed for a specific purpose or for a given\n\nentity; and\n\n19. \"Operating reserve\" means that portion of the fund balance\n\nwhich has not been appropriated in a budget year.
