The county clerk of each county or an employee of that\n\noffice so designated by the county clerk shall be the county\n\npurchasing agent. Provided, in counties having a county budget\n\nboard created pursuant to the County Budget Act, the board may, upon\n\nan affirmative vote of a majority of all the board members then in\n\noffice, appoint a county purchasing agent. In the event the board\n\ndoes not appoint a county purchasing agent, the county clerk or an\n\nemployee of that office so designated by the county clerk shall be\n\nthe county purchasing agent. The county purchasing agent shall be\n\nunder the general supervision and direction of the appointing\n\nauthority.\n\nB. All persons serving as county purchasing agents on July 1,\n\n1989, shall attend training seminars sponsored by the Oklahoma\n\nCooperative Extension Service prior to July 1, 1990. The training\n\nseminars will cover the terminology, concepts, customs and practices\n\nof the sellers of supplies, materials, equipment and information\n\ntechnology and telecommunications goods commonly purchased for the\n\ncounty. All county purchasing agents appointed after July 1, 1989,\n\nshall attend the training seminars within one (1) year of their\n\nappointment.\n\nC. The county purchasing agent shall be authorized necessary\n\nassistants to carry out the duties and responsibilities provided by\n\nlaw and as may be delegated by the appointing authority. Provided,\n\nthe employment of such assistants shall be upon the approval of the\n\nappointing authority. The salary of the county purchasing agent and\n\nassistants shall be fixed by the appointing authority. Provided, if\n\nthe county clerk is the county purchasing agent, the salary of the\n\ncounty clerk shall remain as provided by law.\n\nD. The county purchasing agent shall, at the expense of the\n\ncounty, be authorized adequate office space, furnishings, equipment\n\nand supplies to carry out the duties and responsibilities of the\n\ncounty purchasing agent as provided by law and as may be delegated\n\nby the appointing authority.
