Stat. tit. 19, § 19-1506","heading":"Sheriff or deputy sheriff authorized to make certain","body":"travel purchases by credit card.\n\nA. Subject to the limitations and procedures provided by this\n\nsection, any sheriff or deputy sheriff may purchase materials,\n\nsupplies or services necessary for travel out of the county by use\n\nof one or more credit cards issued to the county for use by the\n\nsheriff's department. Purchases made with such credit cards shall\n\nbe limited to actual expenses for travel out of the county by the\n\ncounty sheriff or deputies to perform their official duties;\n\nprovided, such credit cards may be used for the purchase of fuel,\n\nwithin the county, on weekends, nights or holidays when fuel cannot\n\nbe obtained from the vendor to whom a bid for such fuel purchase has\n\nbeen awarded.\n\n\"Actual expenses for travel\" shall mean expenses for travel by\n\npublic or private railroads, airplanes, buses, rental cars or other\n\npublic or private conveyances, fuel, oil, meals, lodging, parking\n\nfees and telephone expenses.\n\nB. The sheriff may request the board of county commissioners of\n\nthe county to apply for a credit card or cards for use by the\n\nsheriff's department. The application shall be made in the name of\n\nthe county and any credit cards issued must be issued in the name of\n\nthe county only. The board of county commissioners shall then issue\n\nthe card or cards to the office of the sheriff.\n\nC. For each card issued to the county by an issuer, the county\n\nshall encumber sufficient funds each month to pay for the estimated\n\ncharges made with such cards including any annual or other fee owed\n\nfor use of the cards. The funds for payment of credit card charges\n\nshall be made from the annual county appropriation to the sheriff's\n\ndepartment. Payment of the bill for charges incurred on any card\n\nshall be made in a timely manner so that no interest charges or\n\npenalties accrue and so that the total payment amount corresponds to\n\nthe balance of charges for purchases in addition to any applicable\n\nannual fee or service charge.\n\nD. All receipts for charges made by use of any card issued to a\n\ncounty shall be returned to the county commissioners in order to\n\nfacilitate accurate records of total monthly expenditures for which\n\nthe county will be obligated.\n\nE. On or before the 25th day of each month, the sheriff shall\n\nnotify the board of county commissioners of the anticipated credit\n\ncard expenditures for the following month. When credit purchases\n\nare made, the sheriff or deputy sheriff shall immediately and\n\naccurately document said expenditures on a form prepared by the\n\nState Auditor and Inspector, attaching receipts and a written\n\nexplanation of each expenditure as to the date, case number or other\n\nidentification number, area or location, reason for expenditure and\n\namount expended. A copy of the form shall be submitted to the\n\nsheriff for approval and the original form shall be attached to the\n\npurchase order and shall be submitted to the board of county\n\ncommissioners for final approval and payment. A copy of the form\n\nshall be retained for the sheriff's records.\n\nF. A sheriff or deputy sheriff shall not receive any\n\nreimbursement, pursuant to the provisions of Sections 161 through\n\n166, 180.43 or 541 of this title, for any expenses for which a\n\ncredit card issued pursuant to the provisions of this section has\n\nbeen used.\n\nG.
