Stat. tit. 19, § 19-168","heading":"Volunteer - Protection of sovereign immunity - Travel and","body":"training expenses.\n\nPersons who are not county employees, but who are performing\n\nsubstantial and necessary services to the county on a voluntary\n\nbasis without compensation which have been directed and approved by\n\na county officer, shall enjoy the protection of sovereign immunity\n\nof the state to the same extent as a paid employee.
