Establish uniform and sound fiscal procedures for the\n\npreparation, adoption, execution and control of budgets;\n\n2. Enable districts to make financial plans for both current\n\nand capital expenditures and to ensure that their directors\n\nadminister their respective functions in accordance with adopted\n\nbudgets;\n\n3. Make available to the public and investors sufficient\n\ninformation as to the financial conditions, requirements and\n\nexpectations of the district; and\n\n4.
