Stat. tit. 19, § 19-180.58","heading":"Application and purpose of act - Legislative","body":"determination.\n\nA. Sections 180.58 through 180.68 of this title shall apply to\n\nall counties.\n\nB. The purpose of Sections 180.58 through 180.68 of this title\n\nis to codify and revise the laws of the state relating to the\n\nsalaries and wages of county officers and their deputies and\n\nemployees, and to establish said salaries and wages by general law\n\napplicable throughout the state under a uniform schedule fixing such\n\nsalaries and wages and future increases and reductions thereof upon\n\nthe following bases:\n\n1. The available revenues of the several counties out of which\n\nsuch salaries and wages may be paid;\n\n2. The amount of services required to be performed;\n\n3. The monetary value of such services in relation to that of\n\nnongovernmental services of similar nature in the areas wherein such\n\nservices are performed; and\n\n4. The relative amounts of services required of the various\n\ncounty officers, their deputies and employees upon investigation and\n\nfull consideration of the applicable facts.\n\nC. The Legislature has determined that the foregoing bases of\n\nsuch schedule gradations generally are cognate to the combination of\n\nthe following factors:\n\n1. The gross assessed valuation of all tangible taxable\n\nproperty of the county, hereinafter referred to as \"service-\n\nability\"; and\n\n2.
