Beginning July 1, 1991, there is hereby created with the\n\ncounty treasurer of each county within this state a depository\n\nrevolving fund to be designated the \"Court Clerk's Revolving Fund\".\n\nThe fund shall be a continuing fund, not subject to fiscal year\n\nlimitations, and shall consist of all monies received as grants from\n\nthe federal government and any other monies designated by law for\n\ndeposit into the fund. All monies accruing to the credit of the\n\nfund shall be expended by the court clerk for the lawful operation\n\nof the court clerk's office. Claims against the fund shall include\n\nonly expenses incurred for the operation of the court clerk's office\n\nin each county, and payment may be made after the claim is approved\n\nby the court clerk and either the district or the associate district\n\njudge of that county. The monies shall be reported quarterly to the\n\nAdministrator of the Courts. The necessary forms and procedures\n\nshall be developed and implemented by the Administrative Director of\n\nthe Courts.\n\nB. There shall be no monies, other than federal funds,\n\ndeposited into the fund created herein, unless expressly authorized\n\nby the Legislature.\n\nC. Notwithstanding any other provision of law, the court clerk\n\nshall assess an administrative fee of ten percent (10%) on all fees\n\ncollected by the court clerk for agencies other than the court and\n\nnot deposited into the court fund. The administrative fee shall not\n\nattach to the sheriff's service fees provided for in Sections 153\n\nand 153.2 of Title 28 of the Oklahoma Statutes, monies deposited\n\ninto the Law Library Fund, witness fees paid by the district\n\nattorney pursuant to the provisions of Section 82 of Title 28 of the\n\nOklahoma Statutes, and dispute resolution fees provided for in\n\nSection 1809 of Title 12 of the Oklahoma Statutes. The\n\nadministrative fees shall be deposited in the Court Clerk's\n\nRevolving Fund.\n\nD. Effective July 1, 2016, in addition to the amount collected\n\nin subsection C of this section, the court clerk shall assess an\n\nadministrative fee of fifteen percent (15%) on all fees collected by\n\nthe court clerk for agencies other than the court and not deposited\n\ninto the court fund.\n\nE. There is hereby created in the State Treasury a revolving\n\nfund to be allocated by the Supreme Court for the administration of\n\nthe district courts designated as the \"District Court Revolving\n\nFund\". The fund shall be a continuing fund, not subject to fiscal\n\nyear limitations, and shall consist of all monies collected pursuant\n\nto subsection D of this section. All monies accruing to the credit\n\nof the fund are hereby appropriated and may be budgeted and expended\n\nby the Supreme Court as necessary to perform the duties imposed upon\n\nthe district courts by law.
