County commissioners may use county funds and resources for\n\nenvironmental remediation of land, including land owned by public\n\ntrust authorities, if the Department of Environmental Quality\n\ncertifies, in writing, that the property is polluted or contaminated\n\nto such degree that remediation is necessary to restore the\n\nenvironment. Remediation of the contamination or pollution shall be\n\npursuant to a remediation plan approved by the Department of\n\nEnvironmental Quality.\n\nB. Unless the Department of Environmental Quality determines\n\nthat it is unnecessary under the circumstances, the remediation plan\n\nshall include a component describing erosion control and\n\nrevegetation measures to be implemented. The remediation plan shall\n\nnot be approved until the erosion control and revegetation measures\n\nhave been certified as appropriate by the local conservation\n\ndistrict.\n\nC.
