The county commissioners of counties of the State of\n\nOklahoma are hereby authorized and empowered to execute offers to\n\nconvey lands and to execute deeds of conveyance on such lands as are\n\nowned by such counties, acquired through gift, purchase,\n\ncondemnation or tax resale, and no longer needed for county\n\npurposes, to the United States of America or the state or any\n\npolitical subdivision, public trust of which the county is the\n\nbeneficiary, community action agency, or council of governments\n\nwithin the county, for a consideration to be determined by such\n\ncommissioners, to aid the United States of America or the state or\n\nany political subdivision, public trust of which the county is the\n\nbeneficiary, community action agency, or council of governments\n\nwithin the county in the acquisition of such lands by purchase,\n\ncondemnation or otherwise, required for sites for forest reserves,\n\ngame preserves, national parks, irrigation or drainage projects, or\n\nfor needful public buildings, and for any other purpose for the\n\nUnited States Government or the state or any political subdivision,\n\npublic trust of which the county is the beneficiary, community\n\naction agency, or council of governments within the county.\n\nConveyances of like character heretofore made to the United States\n\nGovernment or the state or any political subdivision, public trust\n\nof which the county is the beneficiary, community action agency, or\n\ncouncil of governments within the county, are in all things hereby\n\nratified, confirmed and legalized.\n\nB. The county commissioners of counties of the State of\n\nOklahoma are hereby authorized and empowered to execute deeds of\n\nconveyance of such lands as are owned by the counties within the\n\ncorporate limits of any city or town providing such lands are deemed\n\nby the county commissioners of the county to be surplus to the needs\n\nof the county. Any such lands so conveyed may be used by such city\n\nor town for any purpose authorized by law or conveyed by such city\n\nor town in any manner authorized by law. Neither the county nor the\n\ncity or town, in any such transaction, shall be liable for any liens\n\nor encumbrances upon said property; however, any such liens or\n\nencumbrances shall remain attached to said property until satisfied,\n\ndischarged or expired by operation of law.\n\nC. The county commissioners of counties of this state are\n\nhereby authorized and empowered to gift, transfer, or assign and\n\nexecute the deeds of conveyance of lands that are owned by the\n\ncounties to nonprofit organizations to be used for the purpose of\n\naffordable housing construction if:\n\n1. The land is no longer needed for county purposes to be\n\ndetermined at a public hearing by a vote of the majority of the\n\ncommissioners;\n\n2. The nonprofit organization has experience in affordable\n\nhousing construction, and has a history of reputable service; and\n\n3. A county officer or employee of a county does not have or\n\nacquire a personal interest as may exist with a nonprofit\n\norganization, whether direct or indirect, in any land transaction\n\nauthorized by this subsection.\n\nD.
