Upon the availability of county funds, the board of county\n\ncommissioners of each county and the sheriff of each county are\n\nhereby authorized to hire counselors or contract for services of\n\ncounselors for the purpose of providing counseling services to\n\nvictims of crime, relatives of crime victims, witnesses to crimes,\n\ninmates in county jails, mental health detainees in the custody of\n\nthe county and county employees whose official duties relate to law\n\nenforcement or mental health, or immediate family members of such\n\nemployees; provided, such counseling services shall not be provided\n\nat county expense for county employees or immediate family members\n\nthereof except for counseling services necessary as a direct result\n\nof such employee's performance of official duties.\n\nB.
