Stat. tit. 19, § 19-381","heading":"Questions to be submitted to popular vote","body":"They shall submit to the people of the county at any regular or\n\nspecial election any question involving any extraordinary outlay of\n\nmoney by the county or any expenditures greater in amount than can\n\nbe provided for by the annual tax, or whether the county will\n\nconstruct any courthouse, jail, or other public buildings, or aid or\n\nconstruct any road or bridge, and may aid any enterprise designed\n\nfor the county, whenever a majority of the people thereof shall\n\nauthorize the same as hereinafter provided. Provided that, for the\n\npurposes of this section the term \"public buildings\" shall include,\n\nbut not be limited to, a county rest home, which shall be defined as\n\nany home, establishment, or institution owned and operated by the\n\ncounty in which there is offered or provided personal care and\n\nsupervision to persons who are unable to care completely for\n\nthemselves.\n\nR.L. 1910, § 1608.
