Stat. tit. 19, § 19-444","heading":"Publication of proceedings","body":"It shall be the mandatory duty of the board of county\n\ncommissioners to cause to be published in a newspaper published in\n\nthe county, a full and complete report of all its official\n\nproceedings at each regular and special meeting, except blanket\n\npurchase orders, within the time provided for in Sections 445 and\n\n446 of this title, and the board of county commissioners shall pay\n\nfor the same from the appropriation as provided in this section.\n\nThe board of county commissioners may also order the publication of\n\nthe official proceedings in a newspaper printed in any other than\n\nthe English Language whenever it shall deem it necessary for the\n\nbetter information of the inhabitants. The board of county\n\ncommissioners may omit the listing of all employees and their\n\nsalaries approved for payment in the monthly publication of\n\nproceedings. However, it shall be the mandatory duty of the board\n\nof county commissioners to cause to be published a full and complete\n\nreport of all the county employees and their salaries paid annually.\n\nAn asterisk shall be placed in front of the names of employees paid\n\nfor less than the full twelve (12) months of the preceding calendar\n\nyear. The listing shall reflect the gross salary of every employee\n\nreported to the Internal Revenue Service on the W-2 Form of the\n\nemployee. Such annual publication of the employees and their\n\nsalaries shall be published annually in the month of February for\n\nthe preceding calendar year in a newspaper of the county which meets\n\nthe requirements set forth in Section 106 of Title 25 of the\n\nOklahoma Statutes.\n\nIt shall also be the mandatory duty of the board of county\n\ncommissioners and the county excise board, each fiscal year, to take\n\nsuch steps as may be necessary and proper under the statutes\n\nrelating to estimates of needs and appropriations, to appropriate,\n\nin the General Government account within the general fund of the\n\ncounty, an amount sufficient to pay for the publication of all such\n\nproceedings during the fiscal year, at the legal rate therefor, but\n\nin no event less than the total of legal claims for publication of\n\nsuch proceedings during the immediately preceding fiscal year.\n\nR.L. 1910, § 1648.
