Manage and conduct the business and affairs of the\n\nauthority;\n\n2. Make and execute all necessary contracts;\n\n3. Secure funding through sources which may include:\n\na. issuance of notes or bonds,\n\nb. public or private lenders, or\n\nc. grants or loans from other governmental entities when\n\nsuch funds are available; and\n\n4.
