It is the public policy of the State of Oklahoma to:\n\n1. Recognize and support public safety and the protection of\n\nthe public arising from the successful operation of county sheriffs'\n\noffices;\n\n2. Acknowledge the contributions and professionalism of deputy\n\nsheriffs and detention officers in ensuring the safety of the\n\npublic; and\n\n3. Support procedures for the continuing operation of sheriffs'\n\noffices during transition periods following changes in sheriffs.\n\nB. There is hereby created the Sheriffs' Personnel Task Force\n\nto continue until February 1, 2008. The purpose of the task force\n\nis to develop a comprehensive report on employment and retention of\n\ndeputy sheriffs and detention officers, the costs of recruiting,\n\ntraining and replacing deputy sheriffs and detention officers and\n\nthe effects of turnover among such personnel on public safety and to\n\nmake recommendations to reduce turnover in such positions.\n\nC. The Sheriffs' Personnel Task Force shall be composed of the\n\nfollowing seven (7) members:\n\n1. Two members of the Oklahoma Senate appointed by the\n\nPresident Pro Tempore of the Senate;\n\n2. Two members of the Oklahoma House of Representatives\n\nappointed by the Speaker of the House of Representatives;\n\n3. Two members appointed by the Governor, one to be from a\n\nsheriff's office with fifty or more employees and the other to be\n\nfrom a sheriff's office with fewer than fifty employees; and\n\n4. The chief executive officer of the largest organization in\n\nthe state that represents sheriffs, or a designee.\n\nD. The task force shall study the recruitment and retention of\n\ndeputy sheriffs and detention officers and make recommendations\n\nwhich may include compensation adjustments, pay band adjustments,\n\ntargeted salary increases, and other recommendations related to\n\nturnover, fringe benefits and other compensation issues concerning\n\ndeputy sheriffs and detention officers, but excluding retirement\n\nissues. The recommendations shall be made to the President Pro\n\nTempore of the Senate, Speaker of the House of Representatives, and\n\nGovernor on or before February 1, 2008.\n\nE. The task force shall meet by November 1, 2006, and\n\nthereafter to consider recommendations. Any additional meetings\n\nshall be at the call of the chair.\n\nF. A majority of the members of the task force shall constitute\n\na quorum for the transaction of business. Each task force member\n\nshall be entitled to one vote on the task force. Any official\n\naction of the task force must have a majority of the votes of the\n\nmembers present.\n\nG. Each member of the task force shall serve without\n\ncompensation, except that each legislative member of the task force\n\nshall receive reimbursement for travel expenses in accordance with\n\nSection 456 of Title 74 of the Oklahoma Statutes, and each\n\nnonlegislative member of the task force shall receive reimbursement\n\nfor travel expenses in accordance with the State Travel\n\nReimbursement Act by the Office of Management and Enterprise\n\nServices.\n\nH. 1. Staffing for the task force shall be composed of the\n\nOffice of Management and Enterprise Services.\n\n2.
