Stat. tit. 19, § 19-683","heading":"Monies, how credited and withdrawn","body":"All monies deposited in the official depository as provided in\n\nSections 1 and 2 hereof, shall be credited to the account of the\n\nofficers, board or commission or employee thereof so depositing the\n\nsame and may be withdrawn, only in transfer of such parts thereof as\n\nmay be due the county or its fund or funds under its management, or\n\nin distribution to the respective parties legally entitled thereto\n\nof such parts thereof as may have accrued as fees or expense money,\n\nand in refund of erroneous or excessive collections and credits, and\n\nin payment of legal claims and charges against any trust deposit or\n\nfund included in such account. All withdrawals of monies from the\n\nsaid depository shall be made on the voucher of the authority making\n\nsuch deposit, - which said vouchers shall show on their face the\n\ncharacter of claim or charge liquidated or the fund or funds to\n\nwhich transferred in the county treasury, and shall, when redeemed,\n\nbe delivered monthly to the county clerk and receipted for by him.\n\nIt shall be the duty of the authority making any withdrawal to\n\npresent the voucher therefor to the county treasurer for\n\nregistration before delivery to the payee. Upon such presentation,\n\nthe county treasurer shall register the said voucher in its proper\n\nnumerical order, certify such registration by his official\n\nsignature, and designate on the face of said voucher the bank\n\nthrough which the same shall be paid. Such voucher thereupon shall\n\nbecome the official draft of the county treasurer on such bank.
