Stat. tit. 19, § 19-733","heading":"Advertisement for bids - Bids - Bond of contractor","body":"The board of county commissioners shall cause an advertisement\n\nfor bids for the erection of such buildings to be printed in some\n\nnewspaper printed in the county, or of general circulation therein\n\nif there be no newspaper published in said county, for a period of\n\nat least thirty (30) days prior to the date set for the opening of\n\nbids, and in such other newspapers in the state as the board may\n\ndeem advisable. Such advertisement shall give the place where the\n\nplans and specifications may be examined, the date on which bids\n\nwill be opened, the time which will be allowed for the completion of\n\nsuch building, and such other information as the board may direct.\n\nBids may be opened, considered, passed upon, and contracts for the\n\nerection of said buildings let at any regular session of said board,\n\nor at a special session thereof called for such purpose, but in all\n\ncases the bids must be opened and contracts let in open session of\n\nsaid board. The lowest responsible bid must in all cases be\n\naccepted unless all bids are rejected, and the contract for such\n\nbuildings shall be so conditioned that not more than ninety percent\n\n(90%) of the price agreed to be paid for the construction thereof\n\nshall be paid until the terms of the contract shall have been fully\n\ncomplied with and the buildings completed to the satisfaction of the\n\nboard and accepted by them. The said board of county commissioners\n\nmay require to be filed with each bid a bond, or in lieu thereof a\n\ncertified check, conditioned that the bidder will enter into a\n\ncontract with approved security for the performance of the work in\n\naccordance with the plans and specifications in case his bid be\n\naccepted, and, when such contract is awarded to any such bidder,\n\nsuch bidder shall execute to the county a good and sufficient bond\n\nin the sum of such contract, with two or more sureties, to be\n\napproved by the board of county commissioners, conditioned for the\n\nfaithful and full performance of such contract.\n\nR.L. 1910, § 1621.
