Stat. tit. 19, § 19-76","heading":"Special election board","body":"When an election is called for the purpose of relocating the\n\ncounty seat, the Governor shall appoint some person, resident of the\n\ncounty, who does not live or reside in either city or town which is\n\nor is to be a candidate for county seat honors, and each of said\n\nrival towns is to select one person each who shall constitute said\n\nelection board, with duties as provided by law for county election\n\nboards, when not in conflict herewith. The appointment of the\n\nmembers of such special election board shall be made upon the\n\nrecommendation of the mayor or of the president of the town board of\n\ntrustees, or in the event said place has neither, then upon the\n\nrecommendation of the president of the organization representing\n\nsaid place, so being a candidate for the location of said county\n\nseat. It shall be the duty of such special election board to\n\nprepare or cause to be prepared, and to distribute ballots for said\n\nelection as provided by law for general elections; said ballots to\n\ncontain the names of each and every city, town or place as certified\n\nto said board by the governor.
