Stat. tit. 19, § 19-786","heading":"Tax levy - Annual report - Estimate of needs - Issuance of","body":"revenue bonds.\n\nAs to general obligation bonds, it shall be the duty of the\n\nofficers charged by law with the levying of taxes for county\n\npurposes to levy annually an amount sufficient to pay the interest\n\ndue each year on the bonds issued hereunder and at the proper time,\n\nand in addition thereto, to levy an amount sufficient to pay part of\n\nthe principal as the same becomes due.\n\nThe board of control shall, at the written request of the board\n\nof county commissioners before the end of each fiscal year, file\n\nwith the board of county commissioners a report of their proceedings\n\nwith reference to such hospital, and shall also file a financial\n\nstatement and estimate of needs, and shall at the proper time\n\ncertify the amount necessary to maintain and improve said hospital\n\nfor the ensuing year.\n\nThe excise board of any county in this state which operates a\n\ncounty hospital shall make an annual levy of not less than one-\n\nfourth of one mill on all the taxable property of the county, the\n\nproceeds of which shall be credited by the county treasurer to the\n\ncounty hospital fund, the purpose of this levy being to supply funds\n\nfor the care of the county charity patients, and shall levy annually\n\nan amount sufficient to maintain such county hospital.\n\nProvided, that in considering and fixing appropriations the\n\nexcise board shall take into account as an item of income from\n\nsources other than ad valorem tax the gross operating receipts of\n\nthe hospital for the previous fiscal year.\n\nAs to self-liquidating revenue bonds, any county may, by its\n\nboard of county commissioners, issue negotiable revenue bonds of the\n\ncounty, for the purpose of constructing a county hospital, or making\n\nalterations or additions to a county hospital. Such revenue bonds\n\nshall be issued in the same manner as revenue bonds issued by an\n\nindependent school district to construct recreational facilities\n\nunder the provisions of Title 70 of the Oklahoma Statutes, Sections\n\n821.1 through 821.9, inclusive. The bonds shall be secured by a\n\npledge of and shall be payable from the net revenues of the county\n\nhospital.
