Stat. tit. 19, § 19-863.2","heading":"Counties and cities to which applicable - Metropolitan","body":"area planning commission - Contributions.\n\nAny county of the state having within its boundaries more than\n\nfifty percent (50%) of the incorporated area of a city having not\n\nless than one hundred eighty thousand (180,000) population,\n\naccording to the last preceding Federal Decennial Census, or any\n\nfuture Federal Decennial Census, is hereby authorized to avail\n\nitself of the provisions of this act and to form a cooperative\n\nplanning commission with such city and may combine its funds with\n\nthe funds of such city, to be expended for the purposes as herein\n\nset forth. The board of county commissioners of any such county in\n\nthis state may and they are hereby authorized to cooperate with the\n\ncouncil of any such city as herein provided, and the funds herein\n\nreferred to and named may be used in such work. Each county and\n\ncity forming a cooperative city-county planning commission, as\n\nherein provided, shall, by resolution, at the beginning of the\n\nfiscal year, or so soon thereafter as may be practicable, agree upon\n\ncontribution in equal amounts, appropriate funds for the amounts\n\nnecessary, and combine said funds. The board and council shall\n\ncontribute the funds appropriated to a common fund periodically as\n\nmay be agreed upon by the board and council, upon a claim being\n\nfiled by the commission with the respective board and council. The\n\ncontribution shall be made by warrant drawn by the appropriate\n\nofficer, after approval of the claim, payable to the city treasurer\n\nor the county treasurer as may be agreed upon by the board and\n\ncouncil. Said common fund shall be maintained by either the city\n\ntreasurer or the county treasurer as may be agreed upon and shall be\n\ndisbursed upon vouchers drawn by such officer as may be agreed upon\n\nby the board and council. Said vouchers shall be registered with\n\nthe city treasurer or county treasurer, as the case may be, before\n\ndelivery to the payee and shall be issued only in payment of claims\n\nwhich have been executed in the manner prescribed by law for claims\n\nagainst the county or the city and after such claims have been\n\napproved by the board and council. The officer designated by the\n\nboard and council to draw vouchers for payment of such claims shall\n\nbe bonded in an amount as may be required by the board and council\n\nbut not less than Twenty Thousand Dollars ($20,000.00). The\n\ndesignated officer shall be governed by the same statutory\n\nprovisions for depository accounts as apply to county officials.\n\nNothing contained herein shall be construed as exempting the\n\ncontributions of the city and county to this common fund from the\n\napplication of the general statutes relating to appropriations. The\n\ncity-county cooperative planning commission shall be designated\n\n\"metropolitan area planning commission\". Such city is hereby\n\nempowered to adopt, amend, extend, add to, or carry out a city plan\n\nfor such city.
