Stat. tit. 19, § 19-863.32","heading":"Joint city-county electrical examining and appeal","body":"board.\n\nJoint examining and appeal board.\n\na. Creation. The board of county commissioners of any such\n\ncounty together with the council of any such city may, by written\n\nagreement, adopted by said board of county commissioners and council\n\nof said city create a joint city-county electrical examining and\n\nappeal board. Such board to be composed of two (2) members\n\nappointed by the board of county commissioners and two (2) members\n\nappointed by the council of said city and one (1) member by the four\n\n(4) members so chosen, provided that said fifth member shall be a\n\nregistered electrical engineer and a member of the American\n\nInstitute of Electrical Engineers. Such members shall be appointed\n\nfor a term of one (1) year and until their successors are appointed\n\nand qualified. The members of said board shall be persons\n\nproficient in all phases of electrical work, who shall have had at\n\nleast ten (10) years practical experience in electrical work, either\n\nas contractor or journeyman and the members appointed by the council\n\nof said city shall be of those persons licensed and qualified under\n\nthe ordinances of said city.\n\nb. Powers and duties. It shall be the duty and within the\n\nauthority of said board to perform any or all of the following acts:\n\n(1) To give written examinations to persons desiring to obtain a\n\nlicense or certificate of qualification to engage in or work at the\n\ntrade of the electrical business as the same is herein defined\n\nwithin said city and county.\n\n(2) To hear appeals on technical disputes arising between the\n\ninspectors of the city or county and electrical contractors or home\n\nowners as to the interpretation and effect of the electrical code as\n\nhereinafter established.\n\n(3) To prepare and issue interpretative opinions relative to the\n\ntechnical aspects of the electrical code, but to perform this\n\nfunction only in the event some real dispute has arisen between\n\ninterested parties.\n\n(4) To act as a permanent code committee and to investigate and\n\nsuggest to the proper legislative authority such changes in the\n\nelectrical code as may from time to time be desirable.\n\n(5) To formulate its own rules and regulations pertaining to\n\nprocedure within the limits as set forth in this act, provided that\n\nin no event shall examinations of persons desiring to obtain an\n\nelectrical license be other than written.\n\n(6) To hire necessary clerical personnel, to pay expenses and\n\npurchase necessary supplies to insure a proper functioning of the\n\nboard. The foregoing expenditures to be subject to the approval of\n\nthe board of county commissioners and the council of said city.\n\nThe expenses of operation of such board shall be shared by the\n\ncity and county on an equal basis provided that each member shall be\n\npaid for attendance at board meetings in an amount to be set by the\n\ncouncil and board of county commissioners subject however to the\n\nlimitation that there shall be no more than two (2) paid meetings\n\neach month.\n\nc. Appeals. Any ruling, requirements, decision or\n\ninterpretation of the board shall be final and binding upon all\n\nparties thereto unless appealed to the district court of competent\n\njurisdiction within fifteen (15) days in the manner and form now\n\nprovided by statute for appeals generally.
