Stat. tit. 19, § 19-863.6","heading":"Chairman - Meetings - Rules - Employees - Fees -","body":"Financial assistance.\n\nThe commission shall elect its chairman from its appointed\n\nmembers and fill such other offices as it may determine. The term\n\nof the chairman shall be one (1) year. The commission shall hold at\n\nleast one (1) meeting each month and all meetings shall be open to\n\nthe public. It shall adopt rules for the transaction of business\n\nand keep a record of its functions and activities, which record\n\nshall be a public record. The commission may appoint such employees\n\nas it may deem necessary and may establish a schedule of fees to\n\ncover the various services rendered and may also contract with other\n\npersons and agencies for such services as it may require, including\n\nprivate legal counsel and private auditing service, within the\n\nlimits of its appropriations and may incur necessary expenses, all\n\nsubject to the approval of the appropriate governing bodies. The\n\ncommission may contract for, receive, and utilize any grants, or\n\nother financial assistance, from the United States or from any other\n\nsource, public or private, in furtherance of its functions, and may\n\nincur necessary expenses in obtaining said grants, and/or financial\n\nassistance, within the limits of its appropriations; and shall\n\nreceive and disburse such grants and/or other financial assistance\n\nin such manner as may be agreed upon by the board and council.
