The metropolitan area planning commission shall prepare,\n\nadopt, and from time to time revise, amend, extend or add to a plan\n\nor plans for the development of the metropolitan area. The plan or\n\nplans may be published and collectively shall be known as the\n\nmetropolitan comprehensive plan.\n\n2. The comprehensive plan shall be developed:\n\na. for the purpose of bringing about an orderly,\n\ncoordinated, physical development in accordance with\n\nthe present and future needs of such area,\n\nb. to conserve the natural resources of the area,\n\nc. to ensure efficient expenditure of public funds, and\n\nd. to promote the health, safety, convenience,\n\nprosperity, and general welfare of the people of the\n\narea and the state.\n\n3. The metropolitan comprehensive plan shall:\n\na. set forth the policy recommendations of the\n\nmetropolitan area planning commission in regard to the\n\nphysical development of the metropolitan area,\n\nb. contain a statement of the objectives, standards and\n\nprinciples sought to be embodied therein,\n\nc. contain recommendations for the most desirable pattern\n\nof land use within the metropolitan area, in the light\n\nof the best available information concerning:\n\n(1) topography, climate, soil and underground\n\nconditions, water courses and bodies of water and\n\nother natural or environmental factors,\n\n(2) the present and prospective economic bases of the\n\nmetropolitan area, past and future trends of\n\nindustry, population or other developments and\n\nthe habits and standards of life of the people of\n\nthe metropolitan area, and\n\n(3) the relation of land use within the metropolitan\n\narea to land use in adjoining areas,\n\nd. insofar as appropriate, indicate areas for residential\n\nuses and maximum recommended densities therein; areas\n\nfor manufacturing and industrial uses, with\n\nclassification of such areas in accordance with their\n\ncompatibility with land use in adjoining areas; areas\n\nfor the concentration of wholesale and retail business\n\nand other commercial uses; areas for recreational uses\n\nand areas for open spaces; and areas for mixed uses,\n\ne. include the circulation pattern recommended for the\n\nmetropolitan area, including routes and terminals of\n\ntransit, transportation and communication facilities\n\nwhether used for movement within the metropolitan area\n\nor for the movement from and to adjoining areas,\n\nf. include recommendations concerning the need for and\n\nthe proposed general location of public and private\n\nworks and facilities, such as utilities, flood control\n\nworks, water reservoirs and pollution control\n\nfacilities,\n\ng. include such other recommendations of the metropolitan\n\narea planning commission concerning current and\n\nimpending problems as may affect the metropolitan\n\nareas as a whole, and\n\nh. be based on studies of physical, social, economic and\n\ngovernmental conditions and trends.\n\nB. 1. Before the adoption, amendment, or extension of the plan\n\nor portions thereof, the commission shall hold at least one public\n\nhearing thereon.\n\n2. Such hearing may be adjourned from time to time.\n\nC. The commission may recommend for adoption or denial by the\n\nmunicipal council and/or, as appropriate, the board of county\n\ncommissioners the comprehensive plan in whole or part, and\n\nsubsequently may recommend the adoption or denial of any amendment\n\nor extension of the plan or portions thereof.\n\nD. 1. Before the metropolitan comprehensive plan or part\n\nthereof has the status of an official plan, the plan shall be\n\nsubmitted to and shall have the approval of the municipal council\n\ninsofar as such plan affects the area within the city limits of the\n\nmunicipality. In addition, the plan shall have the approval of the\n\nboard of county commissioners, insofar as such plan affects the\n\nbalance of the county excluding, however, any area within any\n\nincorporated municipality located within the balance of the county.\nsubmitted to and shall have the approval of the municipal council\n\ninsofar as such plan affects the area within the city limits of the\n\nmunicipality. In addition, the plan shall have the approval of the\n\nboard of county commissioners, insofar as such plan affects the\n\nbalance of the county excluding, however, any area within any\n\nincorporated municipality located within the balance of the county.\n\n2. The council and the board may approve the plan in whole or\n\nin part, or return the plan or any portion thereof to the commission\n\nfor further consideration.\n\n3. Any part so approved shall immediately become in full force\n\nand effect as to the area covered by the approved portion of such\n\nplan.\n\n4. Should the council or board fail to act upon such plan\n\nwithin forty-five (45) days from the date of its submission by the\n\ncommission, such plan shall be deemed to be approved by said council\n\nor board and shall have the status of an official plan for the area.\n\nE.
