Stat. tit. 19, § 19-872.1","heading":"Annexation of territory","body":"Upon the filing of a petition with the board of county\n\ncommissioners for a change of boundary lines of any sewer\n\nimprovement district signed by a majority of the holders of title to\n\nlands of the area proposed to be annexed to an adjacent sewer\n\nimprovement district, the board of county commissioners shall cause\n\nnotice to be published one time in some newspaper printed and\n\npublished in the county and of general circulation in the area\n\nsought to be annexed at least ten (10) days before the time at which\n\nsuch petition will be considered. Such notice shall state the time\n\nand place when and where the petition will be considered by the\n\nboard of county commissioners, a brief substance of the petition,\n\nand that all persons interested may appear and be heard. The board\n\nof county commissioners shall have exclusive jurisdiction to hear\n\nand determine all contests and objections pertaining to such\n\nannexation, and at the time set for hearing the board may amend the\n\nplan of annexation by excluding from within its boundaries lands\n\nwhich it may deem will not be benefited by annexation to such sewer\n\nimprovement district. At such hearing the board shall also\n\ndetermine whether or not the annexation of such area to such sewer\n\nimprovement district will be to the best interests of the holders of\n\ntitle of the area affected, or conducive or beneficial to the public\n\nhealth of said area as now exists or to be developed and if said\n\nboard determines that it will, then it shall make an order annexing\n\nsuch area to said improvement district, and such territory for all\n\npurposes shall thereafter be a part of such sewer improvement\n\ndistrict.
