Stat. tit. 19, § 19-873","heading":"Conduct of election - Canvass of votes - Order organizing","body":"district.\n\nSuch election shall be conducted in accordance with the general\n\nelection laws of the state and the regular election officials shall\n\nbe in charge at the usual polling place of each regular precinct or\n\npart of a precinct, within the boundaries of said proposed district,\n\nand shall make their return direct to the board of county\n\ncommissioners. The board of county commissioners shall meet on the\n\nsecond Monday next following such election and proceed to canvass\n\nthe vote cast thereat, and if upon such canvass it appears that at\n\nleast a majority of all the votes cast are \"Sewer Improvement\n\nDistrict _____ Yes\", the board shall, by an order entered on their\n\nminutes, declare such territory duly organized as a sewer\n\nimprovement district under the name and title theretofore\n\ndesignated. The board of county commissioners shall cause a copy of\n\nsuch order, duly certified, to be immediately filed for record in\n\nthe office of the county clerk and from and after the date of such\n\nfiling the organization of such district shall be complete.
